The EU packaging regulation (PPWR) applies from 12 August 2026.
Regulation (EU) 2025/40 (PPWR) entered into force on 11 February 2025 and applies from 12 August 2026. Read it on EUR-Lex.
Together with Germany's Packaging Law Implementation Act (VerpackDG), the PPWR replaced the Verpackungsgesetz (VerpackG) on 12 August 2026. It does not remove the requirement to register in LUCID and take part in a dual system before you sell into Germany. Companies based abroad without a branch in Germany that supply packaging or packaged goods directly to end users in Germany – consumers or businesses that use the goods themselves – must now also appoint an authorised representative based in Germany and name it in LUCID. Already registered? Add your representative to your registration: changes to existing registrations are due by 12 November 2026 (§ 68 VerpackDG). Do I need a LUCID number to sell on Amazon Germany?
If you sell packaged goods to customers in Germany, German packaging law requires you to register in the LUCID Packaging Register before placing packaging on the market. Since 12 August 2026 that law is the EU PPWR together with the German VerpackDG, which replaced the VerpackG. EPRCheck asks three questions to tell you if this applies to you.
What happens if I don't register in LUCID?
It is a distribution prohibition. Under § 66 VerpackDG, not participating in a packaging system can be fined up to €200,000 and most other duties, including registration, up to €100,000; fines are imposed by the competent state authorities. Amazon and eBay are legally required to block or remove your listings until you provide a valid LUCID number.
Is EPRCheck affiliated with the LUCID register?
No. EPRCheck is an independent informational tool based on the public rules of the LUCID register and German packaging law (PPWR and VerpackDG). It does not query the live register, create registrations or issue an official LUCID number. Registration is free at verpackungsregister.org.
Is LUCID registration enough for German packaging compliance?
